Civic issues
Topics getting the most attention in San Diego public meetings, ranked by how frequently they come up.
Mission Bay Park Improvements Program
The council certified the environmental report and adopted the framework for years of improvements to Mission Bay — wetland restoration, seawall repairs, habitat expansion and safer bike paths, funded by park lease revenues. De Anza Cove was carved out and is being handled separately through the Coastal Commission.
Boston Avenue Linear Park funding
The council's covenant approval clears the final local hurdle for the city to take 2.5 acres of former freeway land in Barrio Logan from Caltrans and build a bike/pedestrian path and park. The community has waited decades, and a $29.5 million state grant — including $3.9 million for park construction — depends on it.
Beyer Park Phase II funding
The city will seek up to $2 million in state grant funds to fully fund Phase II of Beyer Park in San Ysidro, a decades-old promise to the community.
Mission Bay restroom closures
Speakers blasted the closure of 13 Mission Bay restrooms to save $546,000, calling it a public health hazard — especially for people with Crohn's disease and colitis — and suggested redirecting money from a downtown alley beautification project or the golf enterprise fund.
Recreation Center Fund and Opportunity Fund Equity
District 8 parks got about $75,000 in opportunity funds while Districts 4 and 9 got roughly $250,000 each — and District 8 has $1.2 million in unspent fund balances sitting idle while its Little Leagues lack scoreboards and level fields. The council sent the allocation back to staff to fix before July 1.
Balboa Park Paid Parking Repeal
Paid parking at Balboa Park ends January 1, 2027, covering lots and street parking, with prorated refunds for annual pass holders. It's part of the trash-fee settlement and will cost the city $7-10 million a year starting in FY 2028.
Library and recreation center hours
The May Revision partially restores hours cut in April — preserving hours at 26 libraries and 39 rec centers, with reductions at nine libraries and 24 rec centers. Speakers asked the Council to protect these restorations and go further.
Mission Bay Park Surplus Land Exemption (AB 2525)
The council unanimously backed a state bill that would exempt Mission Bay Park from California's Surplus Land Act, which otherwise could require the city to consider housing on park land. Councilmember Campbell says voter-approved protections and the Master Plan already bar housing there.
Grove Neighborhood Park funding
The council accepted $4.3 million in state Prop 4 grant money to build phase one of Grove Neighborhood Park in Otay Mesa — play areas, picnic spaces, lighting, and walkways for a neighborhood that has waited decades for its promised park.
